(d) The billing rates will need periodic
review/updates.
The above billing rates are based on the various aspects such as living and other associated costs including the prevailing remuneration being paid by the Government of Nepal as well as the donor agencies in Nepal while hiring the independent Nepalese consultant. Besides, the following points are also considered.
(1) Review of the already agreed Monthly Billing Rates by the
Government of Nepal and Donor Agencies under normal condition
of competition. Those agreed Billing Rates during recession
period with job scarcity and cut-throat competition are
ignored.
(2) Review of the salary being paid by Multilateral and
Bilateral Aid Agencies to their Nepalese Employees as well as
the salary paid by Nepalese Banks, Financial Institutions and
Other Private Hotels, Industries etc.
(3) Review of the Billing Rates being paid to Nepalese
Consulting Firms and Professionals in Donor Funded Technical
Assistance Projects, which exceeds US$ 3,000 in
average.
Generally, the Billing Rates for personnel of Private Consulting Firms are being referred or compared with those of Government Employees, which is not at all fair. If one considers the other benefits provided to the Government Employees such as the cost for transportation, fuel & lubricant, driver, cost involved for higher education and training including participation in workshop/seminar within and outside country and other so many social benefits, the salary of the Government Employees becomes much more.
