Code of Ethics Adopted by SCAEF
With the feeling for a
comprehensive Code of Ethics for
the members of the Society, the
Executive Committee by using its
authority vested upon by the
Constitution Article 20 has
formulated the code of Ethics.
The text of this Code of Ethics
has been adopted from “The Task
Force Report on Consulting
Industry in Nepal, of August
1990” and endorsed by 9th Annual
General Body Meeting (AGBM) of
SCAEF on December 28, 1998.
Article
1.0
1.1 Name: The name of
this Code of Ethics will be
“SCAEF Code of Ethics”.
Article
2.0
Definations
2.1 “Code of Ethics” means
this code of Ethics.
2.2 “Society” means the
Society of Consulting
Architectural and Engineering
Firms (SCAEF), Nepal
2.3 “Constitution” means
the Constitution of SCAEF
2.4 “Member” means the
member of SCAEF.
2.5 “Engineer and or
Consulting Engineer” for the
purpose of interpretation of
this Code of Ethics means the
member of the Society including
the individual employees
(architects, engineer,
professionals of other related
discipline such as economists,
sociologists, agriculturists,
geologists, surveyors etc. as
well as technical and
administrative staff) and
directors/consultants/advisors
of the member firms who have any
kind of professional
relationship and responsibility
on behalf of the firms.
Article 3.0
Fundamental Principles of
Professional Engineering Ethics
A Consulting Engineer
-
will be
honest and fair and will
serve the Client and the
public with devotion
-
will
dedicate himself to the
advancement of the
competence of the
engineering profession and
-
will use
his knowledge and skill in
the service of humanity.
Article
4.0
Responsibility Towards the
Nation
4.1 Moral Responsibility : A
Consulting Engineer bears a
moral responsibility to the
community while discharging
his/her professional duties, and
must endeavor to gain the
public’s confidence by employing
the full spectrum of his/her
professional capabilities.
4.2 Involvement in Community
Development : A Consulting
Engineer should involve himself
in community development
activities which are launched to
benefit the public.
4.3 Refrain from Works which
are Against National Interest :
A Consulting Engineer must, at
all times, refrain from being
involved in works which are
against the national interest,
or endanger the human race and
the fragile environment in which
human race has found abode.
Article 5.0
Responsibility Towards the
Client
5.1 To Gain and Maintain
Client’s Confidence : The
principle duty of a Consulting
Engineer is to gain and maintain
the Client’s confidence in
discharging of his/her
professional duties.
5.2 To be Loyal to the
Clients : A Consulting
Engineer must be loyal to
his/her Client in fulfilling his
obligation by offering the
Client technical knowledge and
the best technical skills in
conformity with the prevailing
relevant standards.
5.3 To Protect Interests of
the Clients : A Consulting
Engineer must explore and
identify the Client’s interest.
In course of protecting the
Client’s interest, he/she must
work with absolute professional
integrity
5.4 To Safeguard Client’s
Confidential Information : A
Consulting Engineer, should
maintain strict confidentiality
about his/her Client’s trade
secrets, business , transactions
and other related information
for at least such period
required by the Clients even
after expiring of the services
as well as refrain from making
use of the information or
knowledge acquired about the
Client during his/her
association with him /her
without the prior consent of the
Client.
5.5 To Disclose and Conflict
of Interests : A Consulting
Engineer should promptly
disclose to the Client, before
he undertakes any
responsibility, his interests in
other business/works which may
conflict the Client’s interests.
Article 6.0
Responsibility Towards the
Profession
6.1 The Necessity of Formal
Qualification : A Consulting
Engineer is obliged to obtain
the required formal
qualification before exercising
his duties as a professional
engineer.
6.2 Refrain from Claiming
Skill not in his/her Profession
: A Consulting Engineer
shall not claim skills that he
does not possess. He shall take
proper care work diligently and
with integrity in the execution
of the work and services he is
entrusted with.
6.3 The Need to Exercise
Greater Skill in Specialized
Jobs : A Consulting Engineer
is acclaimed as or is claiming
to be an expert in a particular
specially must exercise greater
care in exhibiting greater skill
than other ordinary professional
or engineers in that particular
speciality. He must, at all
times exercise his best
performance, skill and care of
the profession.
6.4 The Need for High Quality
of Skill : A Consulting
Engineer must continuously
endeavor to exhibit skill of a
very high quality in the
assignment he/she undertakes;
and he/she must always render
fair and expert advice to
maintain the proper standard of
performance skill and care of
the profession.
6.5 Eligibility for Agreed
Remuneration Only : As an
independent Consultant, a
Consulting Engineer is entitled
to receive only the remuneration
agreed upon for his professional
services.
6.6 Refrain from Holding
Position Where There is Conflict
of Interest : A Consulting
Engineer must refrain from
holding any position which
conflicts with his professional
duties: Consultants or a
Contractor or a Supplier.
6.7 The Need or Professional
Development : It is the duty
of every Consulting Engineer to
facilitate professional
development by exchanging
professional experiences by
keeping up with his/her
frontiers of knowledge and by
continually striving to improve
the professional image.
